(Webtoon) Aggressive Reading Panel Behavior
When reading a webtoon, the reading panel comes up frequently when any tap is registered, even while scrolling. Should the reading panel not register a tap while in scrolling and possibly for 0.25-0.5 seconds after scrolling stops. This would ensure the reading panel does not come up while scrolling and tapping to stop the scroll.
